Finance & Accounts
The Finance and Accounts Division plans and administers the Ministry’s financial and accounting services with specific accountability for: Accounts, Check Staff, Pay Sheet, Pay Branch and Reconciliation.

The Corporate Services Division is responsible for information management; database development and management; records management; communications planning and management; stores management; maintenance of equipment and facilities at head office.

Human Resources Division
The Human Resource Services Division plans and manages the human resource functions of the Ministry and those of its associated stakeholders with respect to: Administration; Industrial Relations; Organization Development; Recruitment and Selection; Training and Development and Workforce Planning.
The Unit is currently involved in the following:
.Day-to-day operations and maintenance of the Ministry and its external bodies on human resource matters
.Development of a Procedures Manual
.Development of a Training Plan and Training Policy for the Ministry
.Complete staffing of the Human Resource Unit (Human Resource Officers)
.Restructuring of the Human Resource Management Unit
.Public Service IHRIS (Integrated Human Resource Information System)
.Development of Sports, Cultural, Recreational facilities in the Ministry.

Technical and Vocational Education and Training
The Technical and Vocational Education and Training Division plans, designs, develops and monitors systems for: Labour Market Signaling, National TVET Certification, On the Job Training Programme, Retraining Programme, TVET Curriculum Planning, TVET Accreditation and National Qualifications Governance and Skills Development Programmes.

Funding & Grants Division
The Funding and Grants Administration Unit administrates Student Loans/Grants; Student Scholarships/Bursaries; Sponsored Programmes and Lending Agreements.The Ministry proposes to process approximately ten thousand applications for grants and additional grants annually and five thousand applications for loans. Additionally, the Ministry anticipates that it would be undertaking means testing for approximately eighty percent of the above applications.

Higher Education Services Division
The Higher Education Services Division conducts planning, developmental studies, monitoring and evaluating of national higher education systems, structures, institutions and practices. This is done with respect to: Accreditation and Qualifications, Benchmarking and Performance, Colleges and Universities Curricula, Distance, Open and Education, Education Innovations, Funding and Financial Awards, Lifelong Learning Publications and Registration.
Their core function includes:
Coordinating the educational policy, technical co-operation, research and development agenda for the tertiary education sector in Trinidad and Tobago
Performing legislative analysis to align statutory laws with the education policy reform agenda;
Advising Ministry departments and agencies on sector planning and development issues as they impact upon them;
Advising external stakeholders on policies and sector-wide plans and works with them via a co-operation agenda;Providing secretariat and technical support to Boards, Committees and Councils involved in Tertiary Education development;
Providing public education, training and consultancy to stakeholders on/for development of tertiary education.
Functions
The Division is still in a stage of progress development but has identified several key areas of work for attainment of the Ministry's mandate and mission.These fall within the following broad technical areas:
.Policy formulation, analysis and implementation in tertiary education.
.Tertiary edcuation sector development and management.
.Tertiary education sector research design and management
.Tertiary institutional development and sector capacity building
.Tertiary sector secretariat services.
